H fuel problem

I have a Farmall 'H' that has a problem getting gas. When I start out using it for the day it will run just fine but after a while it will sputter and stop. I'll get off and look and the inline gas filter will be empty. If I take off the hose on the tank side of the filter gas will trickle out and when I put it back on the filter the filter will start to fill up and the tractor will run again, but for a shorter while. What's going on?
