You should get a stream, probably a restriction in the gas tank outlet, or if you still have the sediment bowl, that valve could be plugged. I have heard that some of those inline filters were not designed for gravity feed systems. If your system is clean, you don't need it. If you simply can't get it clean, it will help, but, IMO, it is a bandaid. Also check the screen in the carb that the fuel line screws into.
