This may not be "normal" it is quite common though if one is not leaking most likely it will be soon. If it is just very slow drip most just shut fuel off at sediment bowl when parking tractor. This is a good practice because if you leave fuel on it is almost certain that sooner or later you will come out and find ring of fuel on floor under tractor. Have been around Hs and Ms for almost 60 years and most had slight leak or seep at carberator.
