Blue smoke does mean oil burning but it can come from the rings and or the valves. Also if all you do is the head your looking for trouble. Most of the time doing just a valve job will cause the rings to drop out the bottom so to speak. If the valves need work so will the rings. As far as carb setting 2 turns is a starting point from there you have to adjust for your engine to run the way it should, all engines run differant. As far as where to get parts theres a lot of places. This site is one, value bilt another a parts store like napa, or the Case/IH dealer
