Simply put, you are flooding the poor thing. Hs and W4s are very susceptible to this. You are doing right to have the throttle half open for starting, but do not pull that choke until the engine is already cranking over, and then be very quick about it, pull it out and then push it right back in, the engine should start. Keep your hand on the choke rod, you may need to choke it just a bit after it has started in order to keep it running, and do not try to open the throttle any more until the engine runs smoothly without any choke. Even in 60 degree temps. you need to allow the engine to warm up before you can give it full throttle, otherwise it will stall out just as you described.
