pretty common to find the drum loose. lots of them have a special locking nut to help keep them tight. IH used a lot of felt seals. Most anything would work. You can still buy rope packing. But it sounds like you may have a bearing problem too. Once you get the retainer off the whole shaft should slide right out. Can't remember I think the bearing stays in the housing and you may have to use some kind of puller. i am writing from memory and a poor memory at that. But I do have a lot of F20s around and should have parts if you need them.
