International 254 glow plugs

When I hold the switch to position for heat to glow plugs the indicator beside the key switch does not light up as it should, holding for 15 seconds. When this switch is held to heat I read 12 VDC at the glow plugs, but they do not get hot. Is the problem in the resistor indicator?
