Cub spitting through carb(help)

I finally got a good spark after new points and coil. I tried cranking it and it is spitting through the carb but no go. The carb has not been rebuilt yet. I guess it was wishful thinking that it would fire up. Could the problem be simply in the carb? It never tried to start just spitting every now and then. Thanks in advance.
