I assume you are talking about the gear on the PTO shaft on the inside of the housing. You have to use a puller to get it off. Should not be too hard to get off. You can't drive the shaft out, because there is a woodruff (half moon) key in the shaft. That key will hit against the housing when you try to drive the shaft out, preventing removal of the shaft. However, you may try a few raps on the end of the shaft to break the gear loose from the shaft. Then you should be able to pull it off fairly easily. As others said, the old seal can come out from the outside. However, really hard to get it out since it is so thick.
