international 706 hi-lo-reverse shift lever

On my 706 the hi-lo-reverse lever will not alwys go forward to get into hi-or go back enough to get in to revers. It taks a lot of pulling back and forth to get it. 2 others has the sample trouble also. I have tried to adj. the linkage but no good. Was this a bad idea from the factory, or is there another was to adjust the shifter that I haven't tried
