Broken 706 throttle

One of my friends purchased a 706, and the problem with it is on the throttle lever, it sheared the pin that connects it to the shaft. I tried pulling off the steering wheel, and tried taking the allen wrench style screws out of the top part of the steering so I could punch out the broken pin. I haven't had any luck getting anywhere with it because the steering wheel is too tight for my gear puller, and not enough to grab a hold of, and the screws on the top part of the steering are rusted shut. I have put WD-40 on everything, and I still have had no luck. Any input on how to get me through this would be appreciated!! Thanks!!
