Farmall H steering hard, could it be bolster prob?

Hey Guys, I have a 44 H that has steared hard for years and I am going to be fixing it up a little before doing a paint job on it. Was told once that there is some kind of a washer that can get squashed in the bolster that makes it difficult to steer. Is this true and how much of a job is it to change out those parts.
