In your list you need to add a relief valve. Otherwise the pump will have not place to put the oil that the power steering motor can not handle.

Basically, the others are right. You have what is called an open center hydraulic system where all the GPM capacity of the pump is flowing whenever the pump is running. The flow divider makes sure that the steering gets the correct flow under pressure and lets the rest flow back to the tank or pump at low pressure. This is the most horsepower efficient way to handle it. Even if you add the relief valve it will take HP away from you to build enough pressure to bypass it, and will heat up your hydraulic oil.
