The reason they used two 6V batteries in series is because the battery technology of the time was not nearly as good as it is now. To get the cold cranking capacity, they needed to use two larger 6V batteries in series.

There may have been other practical reasons, such as farmers buying these tractors usually were upgrading from older 6V tractors, and had 6V charging equipment. Plus, it was less expensive to replace one 6V battery if it went bad rather than a large 12V.

Nowadays you can get a 12V battery that'll crank that old beastie over like no dual 6V setup ever could.
