Carlton - Low RPM is probably an adjustment problem in the linkage between the throttle handle and the governor. Try disconnecting the linkage at the governor input arm (the lever sticking up between the governor and the block). If you now can get full RPM’s by working the governor input arm by hand, readjust (lengthen) the linkage as required then reconnect. If that doesn’t help, you’ll need to go inside the governor housing and look for an improperly adjusted high speed screw or possibly a weak governor spring. The “right side low” problem with the loader says something is bent – probably a loader arm. Only fix is to straighten (or replace…) the bent parts.
