Static timing an IH 584 engine

Hey everyone! I just finished installing a rebuilt D206 engine in an IH 584 tractor. I'm confused about static timing the engine. I have both the I&T manual, and IH's manual for engine rebuilding (this one: http://www.repairmanual.com/catalog/JS-IH-S-ENG-D155). Both manuals say (as I understand it) to: 1.) turn the crankshaft (clockwise) until piston #1 is at the start of the compression stroke (BDC?) and the timing marks on the idle gear and timing gear line up 2.) continue turning the crankshaft until the 15 degree BTDC mark on the crankshaft pulley lines up with the timing pointer on the engine block (right underneath the timing window on the engine block) 3.) adjust the injection pump until the pointer lines up My problem is that I can't tell where the 15 degree BTDC mark is on the crankshaft pulley. There are six holes on the back of the crankshaft pulley, but they don't seem to be numbered, nor are the holes numbered in the manual. I've never worked on a diesel engine before, but I always thought 15 BTDC meant putting #1 piston at TDC and then tuning the crankshaft pulley back 15 degrees. I've tried this, but then I can't time the injection pump correctly (I set the timing mark on the injection pump, but none of the bolt holes line up to tighten down the pump).
