It won't give your tractor any more power. If the engine is putting out 22HP, it will still be putting out 22HP with smaller tires. By using a smaller tire, you are effectively "gearing the tractor down," giving the tractor the ability to move a bigger load at a slower speed. You've got more pull, but you give up speed. Power will still be the same. HOWEVER, two inches of rim diameter won't make much difference, if any. You would need to drop to a 28" rim with a wider tire like a 16.9x28 to get any appreciable difference in pull.
