I think everyone is missing the point of Your question but putting 36" rims on Your H would be VERY difficult. The rims attach to the wheel of a C totally different than the rims on an H or M. The cast centers are totally difference and the axle bars on the C are much smaller than on the H. If You could get a pair of 9-bolt clamp-on hubs off an Oliver, the Model 66 I think it is You can bolt most any wheel onto Your H.
