Where are you connecting this cylinder again? If you can't trace the hose back to the second spool on this hydraulic valve, you didn't connect it in the right place.

You should not need a two-way hookup to lift a haybine. Most haybines, even modern ones, are one-way. Make sure this cap on the cylinder is a vented cap so air can get in and out, and the vent isn't plugged.
