Drilling is not required to rebuild the carb on your H. The IT manual has an adequate drawing of the carb (D10?) that shows the location of the jets. If the parts that you have don't match up with either carb, you might have the wrong parts. The idle air jet, the one nearest the idle air adjuster screw is threaded. 1/8" sounds too small.
