Chris, disconnect the wire at the sender, turn on the key, and see what happens. Now touch the wire to ground and see what happens. It should go all of the way one way or the other, most likely to "full". If that checks out, remove the sender from the tank (make sure the float isn"t full of fuel), reconnect the wire, hold the base of the sender against ground, and move the float through it"s range of motion. If the guage doesn"t move as you move the float, you"ve found that the sender is in fact bad.
