Farmall 460 gas

I have a neighbor that has a 460 gas that keeps fouling the spark plugs usually only after 15 to 20 mins. of running. He bought the tractor new in 1961 it has about 5000 hours on it and about 100 hours on an over haul that he had done 4 years ago . All he does with the tractor now is use it on a loader so it doesn't get pulled much. He has put in 3 sets of new plugs of different brands that hasn't helped, new condenser, new points, new plug wires and timming checked. and still it fouls the plugs. It fouls a different plug each time. It doesn't use oil or have blow by. Could it be the coil? Has anyone put a electronic ignition on an IH gas engine and would it help? Any help would be great.
