350 utility power steering(long post)

My dad has been looking for a good tractor to do some work with on his property. We ran across a IHC 350 utility. The tractor was in really good shape and the three point and everything else worked well. The power steering was not working though. The shop mechanic checked the oil level on the gear box under the steering colum and tried to put some oil in it but it ran out the bottom of the gear box. The steering would catch and then let go. The power steering unit is in the colum of this model. Is this a hard or expensive problem to fix? They want $2500 for it, should we make them a AS IS offer or walk away? Any help would be appreciated. Thanks
