Hi Scott. I know you may think this sounds dumb, but you can learn a lot from a dummy I'm told. To make those rust spots disapear. mix up some JB Weld and apply it with your finger pressing hard and keeping it as smooth as possible over the rust pit areas. Don't try to mix to much at the time because you will be tempted to hurry. Give it a good 24 hours to cure and then sand to a smooth surface. You may think you are gonna rub a hole in the grille but it worked great for me. I hate Bondo! The JB Weld won't be gritty like bondo, bond is excellant, and it looks just like steel but has a light grey shade so you can see it. I don't have a close up but here is how mine turned out with the dents, hole and rust pits taken out and it was worse than yours.
