Cub engine speed and voltage

Two quick questions - I don"t have time this morning to search the arcives but will ASAP: My new "48 Cub will not change engine speed when I advance or retard the throttle lever! Seems to run well below 1000 rpm, guess around 450 (by ear). Any suggestions would be appreciated. And: What is the majority feeling about converting the cub to 12 Volt? Thanks, Harvey
