You say lift all cap just above the arm that operates the boom that tells me you are using a single acting system, NO down pressure on loader, only up, you could have a double acting cylinder on the loader but with oil only in one end with a breather plug in the hole for the other hole and if I remember corectly the lift all cap has an oil check dipstick fastened to it,I think possibly by a chain link to give movement to clear gas tank and if I remember correctly the pto has to be running to operate. I do have a book here someplace on that liftall but it would take me quite a while to find it and it id not covered in the operators manual but s seperate book, the H we had came with no hydrolics in 41 and had none untill I added them in about 78-79 and tractor sold in 84
