Sounds like you may have a rusty gas tank, look in the little glass bowl under the fuel tank, and sound like it might be sticking the jets open, it might even push some gas out of the carb.
You may need to rebuild the carb and clean the rust out of the fuel tank. If they are not kept filled up when they are sitting, condensation will cause rust.
At least, some of the above worked for me, or maybe I just got lucky.
