Rust collects in the fuel tank, flows down the filter bowl, into the carb, the flow from the tank to the carb may be fine, however the rust that can collect in the jets, sticking open the float, etc. may cause flooding, gas dripping from the bottom of the carb. and sometimes a little tap on the carb will jar the rust flake loose. And it does take a little time getting to know the old girl, some of them are like women, slow to come to the boil.
