#1- It will go only in one position. There is a orientation slot in the bottom that must line up with the fuel booster.
#2- If there is alot of wear in the shafts it will cause eratic and uneven idleing.
#3- Replace that idle jet It is all one piece and should not be loose.
#4- I would suspect that your governor is out of adjustment and not letting the throttle plate close down to the idle screw.
