Farmall H PTO Chatter

I"ve got a farmall h with the old style smaller pto shaft. The pto will spin when we engage the lever, however it will not turn when we hook up the haybine. When we go to engage the pto hooked up the thing just chatters and does not spin at all. We pulled the shaft and the gears all look fine and the two dogs sticking out around the grears look fine. Does anyone know what could be going on? Does it just not have the power to turn a 7 foot haybine? I"m thinking about just getting a newer style pto shaft with the housing outside the rear end case. Would anyone know if those are better?
