I have a Farmall 230 that had the same problem. I ended up putting copper core spark plug wires and putting hotter heat range spark plugs D-14 champions not the D-21 it called for. The hotter plugs burned the gas better and haven't foulout. Copper core plug wires carry a lot more current than the automotive type plug wires and are worth the getting if you can find them.
