Peter that is what in knowen as high pressuring. If you had the regulator valve apart then I would look to see if one of the remote valves as part way between single and double setting. The spool shaft comes out the end of the valve housing and has a roll pin through it and a clip on the valve cover for the roll pin to set behind as a stop see that pin is not broke and is not truned a little this will make the hyd high pressure.
