farmall 350 hydraulics

The hydraulic system on my Farmall 350 started acting up. When the tractor is started, the hydraulic pump is dead heading the hydraulic oil. The motor pulls down. When I actuate a lever to the fast hitch or to a remote cylinder, the oil flows thru and engine unloads. As soon as the lever returns to center, the motor agains pulls down as the oil is "dead heading" I took the regulator valve apart and everthing looks good. Everything moves freely including the ball/seat. I put a new "o" ring on the plunger, cleaned out all the ports, re assembled and it still dead heads. I even took the power steering unit out of the hydraulic system to see if it was the problem. No luck. Any one have any ideas as to why the hydraulic system would "dead head" while not actually being used.???
