Near as I can tell, that carb is on page 36 of the C parts book, it is a 161 X 7, even though it does not match your part number. The package for it is on the bottom of page 39, the package itself may be NLA, but many of the parts are still available. That is the same carb I have on my 1950 C, I don't think the specific IH part number matters, as many of the parts interchange between different models. You need to soak that carb for a long time and then blow the passages out with compressed air, as it has a lot of crud. The plug you refer to is a cap for the main jet. The dist/kero versions have an adjustment screw in that position. Remove the cap when you soak it.
