Hi Mark, we never had a B250 but had its bigger brother the B414, but drove a neighbour's B250 a lot. Re starting: Glow plugs must all be working or it will not start first time. Once it is started and warmed up it will start every time without the glow plugs unless it is shut off so long it gets cold. Must have good batteries, originally it was 2 x 6V in series. The glow plugs are in series with and indicator on the dash and if anyone burns out they all stop working. Since the one you are looking at wouldn't start after it is warmed up, I would check cylinder compression and injection pump timing. The engine has a 22:1 compression ratio so it clatters a lot at idle. Re hydraulics, the filter was in the suction(larger) line by your right leg when you are sitting on the seat. It is wire mess and in the front of the reservoir under the seat. Otherwise it could be weak hydraulic pump. If it is the relief valve you usually can hear it chattering. JB2
