Chris the 560 has to pumps 1 for steering and 1 for the hydraulics that is why 1 has to low flow it is for the steerng only the hydraulic pump should be about 12 gallon and 12 to 1400 psi. The 560 had good steering so I would say yours is not up to par. Could be the pump weak the valve in the front end not opening all the way could be bad seal on the rack. In order for the steering valve to open properly the shaft that goes into the front housing must be able to move in and out some, that is why it as a fine sline on the shaft and in the u joint if the spline is rusted tight then the whole shaft back to steering wheel must move bac and forth for the valve to open. I would say 560 had as good steering as the newer 706 through 66's. I would check it all out before jumpnig into change.
