Bob,when i saw your e-mail I couldnt wait to read it.Just experenced the same thing last night,a friend came over and we fixed in about 30 minutes.your weights are stuck.you need to take the back off the govenor{closes to the radiator}you will se a ball between the 2 weights,this ball is supose to slide back and forth and allow the weights to move up and down.mine was stucked very tight,we sprayed blaster on the complete govenor and took a bar and light hammer and drove the ball back and forth ,by doing this several times we were able to move it very easily.we reinstalled the plate and it worked perfect 304-725-1037
