farmall h starts but but runs only with choke out

When I started it this spring, gas was pushed into the crankcase and filled it up.(how would that happen?) I had the carburetor cleaned, and replaced the oil, and oil in the air filter.( It was full of water and all kinds of crud) It will start and run a short time, only if I pull the choke out.
