It stands for Torque Amplifier. I believe some other manufacturers have a similar way of accomplishing this and give it different names. Basically, its a way to downshift to a lower gear ratio, on the fly, without stepping on the clutch, should the operator hit a rough spot with a plow (i.e. clay soil), baler (i.e. heavy spot in windrow), etc. It's an IH thing wher you can lower the tractor to get through a rough spot, and then shift back up to the original speed - all done in the same gear without stopping the forward motion of the tractor.
