I would remove the spark plugs, squirt some oil into the cylinders and then crank the engine over by hand several revolutions before attempting to actually start it. It is OK to put 12 volts to the starter, but do not run the starter much more than about 10 seconds at a time, let the starter cool down, and then try it again. You would also be money and time ahead to remove and rebuild the carburetor before you do anything else, and while you're at it, take a good look with a flashlight into the gas tank, you might want to remove and clean the tank also.
