IH W-400

I recently saw a w-400 gas that was painted yellow. What is most likely the story behind this. The tractor does not have PTO or belt pulley. Is this tractor any more unique than a red w-400? Was this most likely a dealer color or a road assocation thing. I have searched through the archives and pretty much got the feeling that IH would paint a tractor any color your heart desired as long as you ordered a couple of them.
Any idea of the value of a good running and looking w-400 gas? Thanks Jake
