ALLAN - Duals, especially clamp-on type on the older non-wedge-lock IHC wheels should be smaller in dia. than the main tractor wheel/tire. The larger IHC's (1256/1456) with clamp-on cast centers broke the hubs all too frequently the way it was. The smaller tractors like Your 686 never had wedge-locks available. Reason for the smaller duals is to carry less weight on the dual and reduce the off-set force on the center of the cast wheel. Of ALL the factory duals shipped from FARMALL with new tractors less than 1/4 had tires mounted. Used tires would be dualed up with the new tractor.
