The little tab is only for adjusting the float drop, or to limit how much it can go down. The float level is what shuts off the incoming fuel when the carb bowl is sufficiently full. The float level is adjusted by carefully bending the arm of the float, and is very critical. A GOOD carb kit includes very detailed instuctions on just how to do this.
