JBWeld is strong, but is only for parts that don't move, the groove will eventually come back. I have replaced those seals in two tractors, a C and Super H, both were grooved -- since the new seals are narrower than the old leather ones, they will probably run in a slightly difference place and won't leak. Short of having them rebuilt, you can use a Speedy or Redi-sleeve, I would guess $50-$75 for that size shaft, but with slow turning, they will last for years.
