As for the restrictors in the hydraulics, sometimes they put a fitting on th ecylinders with a small hole as a restrictor orfice. They can be drilled out a little at a time to let it work at the speed you want, if you don't want it as fast as the hydraulics will run it without a restriction. Probably on the lift side of the cylinders, so if a hose breaks, etc, it won't slam down.
