Those holes are there to let rain water escape before it can run into the cylinders and ruin an engine, the only way engine oil can get in there is from the cylinders. I think you are long overdue for an engine overhaul. At a minimum you will need to replace the rings plus a complete valve job. And yes, the valve guides are probably worn.
