H Restoration and Pesky Carb

Finally, after 9 months of weekend work, I've got the H rebuilt and restored...except for a rich running carb at idle and low speeds. I'm pretty sure it was too rich before the carb rebuild and still is now. The bowl floats okay, but it does have a slight collapsed place on the side. The fuel valve seats fine without any drip at all. She starts immediately. The idle jet doesn't seem to lean the mixture at all, at any number of turns between one out or almost falling out. What should I try?
