My 140 carb drove me nuts. I rebuilt it 5 times. Even squirted cleaner through the passage at the bottom that leads to the jet coming up at an angle. My buddy had the same problem and tipped me off. I had to remove the jet assembly totally, and really clean the gunk out of the very bottom of the carb (passage to the jet). I have done many car carbs and was never fooled like this. I mean, the cleaner would squirt through and hit the ceiling! But is was not clean enough, or quickly replugged. Ran rough and the idle screw had no effect. A REAL thorough cleaning of the bottom of the carb and she runs fine. Makes a bit of sense when you consider how long these tractors sit sometimes. If the H carb is similar to the 140 (I think so), you might take one more look.
