My vote would be for the carb problem. One other thing to check would be the Governor arm. It transfers movement in governor over to the carb to add more fuel when under a load, or if you choose to increase engine speed (throttle)It is located on the front of the engine below the fan shaft behind the generator, sometimes with wear this arm can rub against the fan belt at higher speeds. Just a thought...I would start by cleaning up the fuel supply system. Ripcord
