International Cub Carb

I bought a cub from a guy who hasen't had it running for 4 years. The carb just spills gas out of it and floodes the tractor so bad it will only run for a few seconds then die. The carb is a Zenith 70949C-91. I called the local IH dealer and they said it is supposed to have a Zenith 71523C-92. I put the carb from my 48 on it and it ran perfectly. My question is what could the other carb be for? Also anybody that has an old cub carb I may be interested in buying it. Thanks.
